Program Description:

1)Health-Related Social Needs (HRSN)

HRSN benefits provide climate, housing and nutrition supports to individuals experiencing certain life transitions. Benefits include: Climate supports (devices to keep you safe during climate events). Housing supports (help you stay in your home). Nutritional supports (help with food benefits and keeping a healthy diet). 
2)Housing Choice Voucher Program

The Housing Choice Voucher Program, such as Section 8, is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments. The Housing Authority of Lincoln County (HALC) manages 570 vouchers for Lincoln County. The participant is free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects. A housing subsidy is paid to the landlord directly by the PHA on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program.
3)Habitat for Humanity

Habitat for Humanity of Lincoln County assists with homeownership possibilities. The goal is to reach decent and affordable housing.  Habitat homeowners help build their own homes alongside volunteers and pay an affordable mortgage. 1st generation, 1st time and low-income buyers are welcome to apply. There are programs to provide home repairs for low-income families, focusing on safety, accessibility, and home preservation. Clients pay a portion of material costs, with a sliding scale based on income.

Also known as the Section 502 Direct Loan Program, this program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time. The amount of assistance is determined by the adjusted family income. 5)Manufactured Home Incentive Replacement Program

 The Manufactured Home Incentive Replacement Program helps to rebuild older manufactured homes, any homes built before 1995. Applicants must live in a gas or electric approved service territory (PGE, Pacific Power, Cascade, NW Natural Gas, Avista).  The income eligibility is 110% AMI. Applicants can receive up to $11,000 for a single-wide and up to $16,000 for a double-wide. This resource can be combined with HARP or HOP (these programs are also described in this list).
6)ReOregon's Housing Support Services (HSS)

 ReOregon's Housing Support Services (HSS) Program offers Intermediate Housing Assistance (IHA) and Down Payment Assistance (DPA) for wildfire survivors. IHA provides rental assistance to renters whose previous homes were damaged or destroyed by the 2020 Labor Day wildfires. IHA provides temporary rental and utility assistance while the household works on self-sufficiency or affordable housing. DPA is for first time homeowners who seek help for their down payment.
7)HUD Veterans Housing Voucher

There will be a minimum of five homes in the North Lincoln County area available over the next 12 months, with two home ready for occupancy in June. The homes will vary in size, location, and cost. Anyone who can be verified to have lost their home due to the Echo Mountain Complex Wildfire and has not yet been able to rebuild is eligible to participate. This includes those who owned the primary home on a piece of property, those who lived in a secondary home on property owned by a friend or family member, those who owned a manufactured unit in a park where they rented the pad, and those who rented a home of any kind.
8)Hope Rises

Hope Rises Village will offer 6 homes, each 3 bedroom/2 bath. The homes are for single-parent households with at least one child under the age of 19. Hope Rises Village will open in the summer of 2025.
