Submit Land Use Application

If you are planning to change how you use your property, divide your property, build a new structure, or make other improvements to your property, and you are not sure what permits or approvals you may need from Lincoln County, follow these steps:

Step 1: Review Requirements

The requirements and processes for land use permits and other actions are different depending on what you intend to do. Generally, these permits and actions fall into one of the following categories:

  • Changing your property use
  • Changing your property boundaries
  • Dividing your property
  • Developing and building on your property

You should speak with Planning Division staff about your project if you do not know which of these categories your project falls under. Depending on what your project requires, a planner or other staff member can help you identify the type of permit or land use action you may need, and provide you with the necessary forms, application requirements, and fee amounts.

Step 2: Request a Pre- Application Conference

You can request a pre-application conference to get detailed information on what you need to provide for your specific permit application. These conferences are necessary for some types of applications, but can be helpful for other types of applications that are uniquely complicated for some reason. Lincoln County charges for all Pre-Application Conferences. However, Planning staff will always provide as much information as possible about the type of applications that need to be submitted for a project and what information needs to be included before a Pre-application Conference is recommended or required. Step 3: Submit Your Land Use Application

Once you know what type of permit or approval you need for your project, what information you will need to provide with your application, and you have had a pre-application conference (if applicable), you are ready to submit your application.

Land use procedure types determine the process used to make and appeal a requested land use decision under Lincoln County Code. Many land use applications allow the public an opportunity to make comments on projects.

Land Use Applications must be submitted either through email (planning@co.lincoln.or.us), in person, or by mail. However, if you are submitting a building permit application, you will first need to submit through Oregon E-permitting. Each application type will have its own process and timeline. Once submitted, a planning staff member will reach out to you with any questions or requests for additional information.
