Natural Hazards Mitigation Plan

Lincoln County's Multi-jurisdictional Natural Hazard Mitigation Plan (NHMP) is a coordinated strategy developed by Lincoln County and its cities, special districts, and other local partners to reduce the long-term risks from natural hazards such as floods, wildfires, earthquakes, landslides, and severe storms. Federal law (the Disaster Mitigation Act of 2000) and Oregon state regulations require local governments to have an approved mitigation plan in order to qualify for certain FEMA grants and to remain eligible for post-disaster assistance.

The plan identifies local hazards, analyzes community vulnerabilities, and lays out actions that governments can take to lessen future damage—things like strengthening infrastructure, improving emergency communication, and reducing development in high‑risk areas.

For the community, the plan serves several important purposes: it helps protect people, property, and local economies; guides smarter land‑use and public investment decisions; and supports quicker recovery after disasters. By working across jurisdictions, the county and its partners can share information, pool resources, and create stronger, more coordinated solutions that make the whole region safer and more resilient.
