Zoning Clearance for Building Permit Applications
Submitting Applications
When applying for permits, you will need to submit all your building application materials to the Planning Division for Zoning Clearance Review BEFORE applying for your building permit online through Oregon E-Permitting. (Please note: if the location of the proposed development is within the jurisdiction of Depoe Bay, Waldport, Yachats, Toledo, or Siletz, you will need to submit your applications to the appropriate City first to receive your land use approval.)

Ready to apply?
Start by downloading and completing the applications listed below. Save all your forms and construction plans to your computer. Once everything is saved electronically, email all documents to planning@co.lincoln.or.us. If you have any trouble emailing your documents, you may bring hard copies into the planning department for us to scan, but we prefer digital submissions whenever possible.
Applications submitted through email will be sent a fee link to pay a $250 deposit for this review. Applications submitted in person will need to pay the fee at that time.
TO AVOID DELAYS, PLEASE ENSURE ALL YOUR APPLICATION MATERIALS ARE COMPLETE, LEGIBLE, AND SUBMITTED TOGETHER AS ONE PACKET. If materials are missing, you will be notified and have 30 Days from the date of the notice to submit all missing or corrected documents. If the required items are not received within that time, the application will be withdrawn.
