The "No" vote rejects authorization for the state to extend credit and incur debt to create a dedicated fund for Oregon students pursuing post-secondary education and career training.

Summary

Amends Constitution. Oregon's constitution generally prohibits the state from extending credit or incurring debt. The measure requires the legislature to create a dedicated fund for the exclusive benefit of Oregon students pursuing post-secondary education, including technical, professional, and career training. The measure authorizes the state to lend credit and incur debt to finance funds. Indebtedness incurred may not exceed 1% of the real market value of all property in the state. Money in funds is not subject to the constitutional limitation on investment. Generated earnings must be retained by the fund unless used to provide financial assistance to Oregon students pursuing post-secondary education. If the governor declares an emergency, the legislature may pass a bill to use the fund's money for any lawful purpose, provided the legislature also has approved a plan to repay the fund.

Shall the Library district renew the levy of 9¢ per $1,000 assessed value for five years, beginning 2015 to 2016, to fund your library? This measure renews current local option taxes.

Summary

This measure will renew the expiring local option tax. Approval of this measure continues providing funding at its present level for the Lincoln County Library District and the funding it provides to libraries in Lincoln City, Newport, Siletz, Toledo, and Waldport.

It is estimated that this measure would raise approximately $326,281 in tax revenues for 2015 to 2016, $332,807 in tax revenues for 2016 to 2017, $339,463 in tax revenues for 2017 to 2018, $346,252 in tax revenues for 2018 to 2019, and $353,177 in tax revenues for 2017 to 2020. The estimated tax cost for this measure is an estimate only based on the best information available from the county assessor at the time of the estimate.
