How do I transfer my concealed handgun license from another county into Lincoln County?

You will need to set up an appointment utilizing our online appointment scheduling calendar and complete and submit an application (PDF) during your scheduled appointment time. Applications are available on our website or in our office located in the Lincoln County Courthouse, 225 W Olive Street, Room 203, Newport, Oregon between the hours of 8 am and Noon or 1 and 5 pm, Monday through Thursday (excluding holidays).

You must change your address with the Department of Motor Vehicles before your appointment.

During your appointment, we will make a copy of your current concealed handgun license, review your application and other required documents, acquire your signature, photograph, and fingerprints, and collect the required fees.

1. Do I send money with my application?: No. When you arrive at our office for your scheduled appointment, you will submit your application (PDF) at that time and pay applicable fees with cash, debit card, credit card, money order, or check payable to the Lincoln County Sheriff's Office or LCSO.

2. Even with a concealed handgun license, where can I not carry a firearm?

Oregon Law states: Possession of a Concealed Handgun License does not authorize you to carry a firearm on any of the following properties: Any Federal facility. (i.e., Federal Court House, Post Office, Social Security Office, in airports, and on airplanes). This does not prohibit the carrying of firearms on federal lands, other than designated wilderness areas, incident to hunting or other lawful purposes. National Forests marked or posted by signs prohibiting all firearms. You may not carry a firearm concealed while upon an Indian Reservation/Indian property without the written permission of the tribal judge. This may also apply to certain casinos that are on the Indian lands. In a courtroom, jury room, judge's chambers or the areas adjacent thereto that the presiding judge determines should be free of firearms to ensure the safety of the litigants, court personnel, witnesses and others. Additionally, many private businesses have conditions regarding the possession of firearms on their premises. If you violate these conditions you could, under certain circumstances, be subject to arrest under Oregon trespass laws, in which case your concealed handgun license would be seized and/or revoked.

Do not bring guns, mace, knives or any type of weapon to the Lincoln County Courthouse.

How do I get an application for a concealed handgun license?: You may obtain a Concealed Handgun License application (PDF) from this website, or by visiting our office located in the Lincoln County Courthouse, 225 W Olive Street, Roomm 203, Newport, OR between the hours of 8 am to Noon and 1 to 5 pm, Monday through Thursday. You may also request an application be sent to you by calling our office at 541-265-4912.

4. How do I renew my Concealed Handgun License?: (Lincoln County, Oregon) To renew your Concealed Handgun License you will need to schedule an appointment by utilizing our online appointment scheduling calendar or by contacting 541-265-4912. You will also need to obtain and complete our application. During your appointment, you will be photographed, and appropriate fees will be collected. Once a background check has been completed, your new Concealed Handgun License (PDF) will be issued and valid for four years.

5. How do I satisfy the competency requirement?: You must successfully complete a handgun safety class taught by a National Rifle Association (NRA) certified instructor (list of instructors in our area (PDF)). You must bring the certificate or card issued to you to your appointment. You may not apply until you have met this requirement.

6. How do I transfer my concealed handgun license from another county into Lincoln County?

You must change your address with the Department of Motor Vehicles before your appointment.

7. How long is my license valid?: Your concealed handgun license is valid for four years from date of issue. Any arrest or involvement in criminal activity may be cause for revocation.

8. How much does a concealed handgun license cost?

Effective September 25, 2021, fees increase pursuant to Senate Bill 554

Initial issuance of an Oregon license: $115
Renewal license within Lincoln County: $75
Address, name change, or replacement within Lincoln County: $15
(Expiration date is the same as the original.)
Transfer and renewal from other Oregon County: $90
Transfer only from other Oregon County: $30

9. How will I find out if my application was denied or my concealed handgun license was revoked?: You will receive a certified letter from the Sheriff stating the reasons that your license request was denied or revoked.

10. If I am a veteran with a DD214, does that meet the competency requirement?: Yes, if your DD214 indicates that you are competent with a handgun, sidearm, or pistol. If your DD214 does not show this, we will be unable to accept it for competency, even if you did use one of the above firearms while in the service.

11. If I change my address, do I need to contact anyone?: Yes. You may visit our office located in the Lincoln County Courthouse at 225 W Olive Street, Room 203, Newport, OR between the hours of 8 am and Noon and 1 and 5 pm, Monday through Thursday (excluding holidays). The change of address may also be accomplished through the mail if you are a Lincoln County CHL holder and your address changed within Lincoln County. Please complete the required change of address application (PDF) and mail it to our office with a payment of $15. We will issue another license with the new address and same expiration date. If you move to another Oregon County, please contact that County Sheriff's Office and they will assist you with the required transfer procedure.

12. If I have a valid Concealed Handgun License in another state, is that license good when traveling through Oregon?: No. Out-of-state concealed handgun licenses are not valid in Oregon by statute, as Oregon is not a reciprocal state. You must have an Oregon Concealed Handgun License in order to carry concealed in Oregon.

13. My handgun license is going to expire within the next few months, will I get a reminder letter?: No. Unfortunately, we currently do not have the ability to generate automated renewal reminders with our software vendor. Please continue to be diligent by making sure your license is current and valid when you carry.

14. What are the hours of operation for the Concealed Handgun Licensing Division?

The hours are:

Monday through Thursday, 8 am to Noon and 1 to 5 pm.

Closed: Friday, Saturday, Sunday, and Holidays

15. What other states reciprocate the Oregon Concealed Handgun License?

You may attempt to find out which other states will reciprocate Oregon Concealed Handgun Licenses by calling the National Rifle Association (NRA) Reciprocity Guide at 800-392-8683. You may also research the states reciprocity guidelines via the internet.

16. What will disqualify me from obtaining a concealed handgun license?

Oregon law prohibits the issuance of a concealed handgun license to anyone who:

Has been convicted of a felony,
Has been convicted of a misdemeanor within the last four years, or
Is the respondent of a current restraining order or stalking order.

Federal law prohibits anyone who has ever been convicted of a domestic violence related crime, misdemeanor or felony, from possessing a firearm.

If disqualifiers apply to you, but you still feel you are eligible for a license, return appropriate documentation, dates, and explanation of circumstances, including court orders surrounding your circumstances for further consideration along with your application.

17. When should I arrive?: Arrive at least 5 minutes before your scheduled appointment time. If you are late you will need to reschedule or wait until our next available time slot.
