GPS Home Detention /Tracking System and/or Continuous Alcohol Monitoring /House Arrest

Lincoln County Parole & Probation employs various programs to monitor offenders and has the ability to sanction offenders by using the Vigilnet GPS Tracking / SCRAMx (Secure Continuous Remote Alcohol Monitor) System. 

This system is monitored 24 hours a day and information is electronically transmitted to a supervising officer at Lincoln County Parole & Probation Department or Local Supervising Authority.    Individual cases are often specific to the crime/violation and different equipment, restrictions and requirements can be placed on the offender. 

Who Can Be Placed on GPS/Alcohol Monitoring?

Persons may be placed on GPS/alcohol monitoring directly:

  • by the Probation Officer,
  • by Court Order, or
  • by the Sheriff's Office (by matrix or 1145).

GPS/Alcohol Monitoring Requirements 

The offender must meet eligibility requirements, which may include the following:

  • an approved residence with reliable power
  • if required, corded unrestricted phone line-NO cable/digital telephone service
    this depends on type of monitoring and/or location of residence
  • make advanced payments as determined (typical cost is $13.00 per day per unit)

How it Works 

  • The Personal Tracking Unit and Transmitter system consists of an ankle band attached to the offender.  While on GPS the tamper-proof/water-resistant (not water proof) transmitter monitors the offender’s movement  24 hours a day.
  • In addition to the ankle band, SCRAMx System also requires a base station often hooked up to the offender’s phone.
  • Should the offender exceed a preset distance or violate a customized testing or reporting schedule, an automatic transmission will occur notifying the monitoring agency that the offender is in violation of the parameters set up for his/her specific case.
  • Upon receipt of the information, a Parole Officer will be dispatched to  investigate the situation and make an arrest, if appropriate.
