Fair Board Members

Frank Geltner

Frank Jo Maitland Geltner came to Lincoln County in 1999 to serve as the Executive Director of the Oregon Coast Council for the Arts. Prior to that Frank (Dr. Geltner) was the Executive Director of the San Juan Community Theatre. From 1977 to 1997 he was an administrative faculty member at the University of Oregon serving as the Associate Director of the Erb Memorial Union. He served as the Director of Alumni Relations and Records for the University of Illinois, Chicago Circle Campus. Dr. Geltner has studied at the University of Illinois, Memphis State University, University of Denver, Oxford University, and the University of Oregon.  He was a member of the original Blue Ribbon Committee to study the future of the Lincoln County Fairgrounds, later becoming the chair of the Lincoln County Fair Board.  He is a member of the City of Newport Wayfinding Committee and the Parking Study Advisory Committee and has been a member of both the Nye Beach Merchants Association and the City Center Newport Association.  He is an active member of the Greater Newport Chamber of Commerce Ambassadors and the Yaquina Bay Economic Foundation.  Frank has been the informal "Flamekeeper" of The Ernest Bloch Legacy Project for more than a decade.  He and his partner, Michelle, have been the owners of Newport Internet Collaborative and Newport Crossroads (Instant Replay Sports, Instant Replay Kids and the PC MAC Shop) and are currently owners of the Yaquina Cab Company.  They are Mama and Papa respectively to Ezra.

Claire Hall

Claire Hall was elected as a County Commissioner in 2004 and re-elected in 2008, 2012 and 2016. She was born September 27, 1959 in Portland, Oregon and attended public school there, graduating from John Adams High School in 1977. Ms. Hall completed her undergraduate work at Pacific University, Forest Grove, Oregon, earning a B.A. in Communications in 1981. She received her M.S. from the Medill School of Journalism at Northwestern University in 1986.
